Rayquaza appears at the summit of the Sky Pillar, a tower rising at Route 131's northern rim in Hoenn. Getting there involves an encounter-free cave opening directly onto the route. The stretch of island between cave and tower counts toward the Sky Pillar under Generation III but belongs to Route 131 in Generation VI, and in the remakes the tower initially stays off the Town Map.
