Set among a small archipelago along Unova's eastern coast, Route 21 is a stretch of open sea where players must Surf through a maze of rocks between Humilau City and Seaside Cave. Three entry points serve the route: one from Humilau City in the north and two from Seaside Cave in the south. The left southern opening continues the route naturally, while the right one emerges onto a hidden beach with the Plasma Frigate moored offshore.
